For a US practice that wants the phone covered on a flat plan, it is a clear offer.
For a Philippine clinic the answer is in Dentina's own terms of use: the service is intended for residents of the United States and Canada. Beyond that, the plans are billed annually per location, Messenger is not a channel, and Tagalog is not named among the languages.
